After plant DNA extraction do i need to add RNase after final resuspension of DNA pellete in TE buffer or autoclaved distilled water? How do I inactivate RNase after this step?

I moved your post here at a more precise location. RNase is typically added after the DNA pellet is resuspended in the final solution, whether it is TE buffer (Tris-EDTA) or autoclaved distilled water.
You can inactivate RNase by adding Proteinase K, which will digest the RNase enzyme. This is typically done at 55–60°C for 15–30 minutes
